If you have applied for AdSense and AdSense rejected your site for the reason that your site is not ready to show ads Site down or unavailable.

We found that your site was down or unavailable. We suggest that you check your application to see if there was a typo in the URL that you submitted. When your site is operational, you can resubmit your application. We’ll be happy to take another look at your application.

If you are unable to solve this problem then you are in the right place. Please read all the points very carefully.
There may be many reasons for this problem:
I have mentioned some factors below which may be the cause of this problem. Check all the factors carefully and correct them if you find one.
- Make sure you have submitted the sitemap of your site in the Google search console and your site is indexed in google.
- Make sure your robots.txt file HAS NOT the following Lines.
User-agent: Mediapartners-Google
Disallow:
- If your robots.txt file has the above lines then you have to replace your robots.txt file by the following robots.txt file.
User-agent: *
Disallow: /comments/feed/
Disallow: /archives/
Disallow: /preview/
Disallow: /profiles/
Disallow: /search
User-agent: Mediapartners-Google*
Allow: /
User-agent: Googlebot-Mobile
Allow: /
User-agent: Adsbot-Google
Allow: /
User-agent: Googlebot
Allow: /
Sitemap: https://www.example.com/sitemap.xml
Now replace https://www.example.com with your site’s URL in the above-given robots.txt
To replace the robots.txt file in Blogger, Go to the Blogger settings> Scroll down to the “Crawlers and indexing” section, you will see the “Custom robots.txt” option click on it (see screenshot below).

Now replace your robots.txt file with the above given robots.txt file and click on ‘save‘.

- If you have replaced your robots.txt with the above given robots.txt file then you have to submit it to the Google search console.
Go to Google search console Click on URL inspection in the left side menu bar of your screen.

Now enter your site’s URL then enter /robots.txt after your site’s URL. Example: https://www.Example.com/robots.txt & Press the enter button.

Now click on the “TEST LIVE URL“, this will help Google to crawl your robots.txt file very quickly.

- This is very important that your site MUST automatically redirect from non-www (https://example.com) to www (https://www.example.com) when it is checked in a browser. This is very important for AdSense approval.
If your site does not open without www or the site does not redirect from non-www to www automatically then AdSense will NOT approve your site, because the AdSense bot will be unable to review your site.
To resolve this redirection issue you should read this post and check that if you have set all the Blogger settings and DNS management settings very correctly.
Find the above issues on your site and fix them and then re-apply for AdSense. If you have still any problem then write down in the comment section below.

I found through the google search console that 23 of the website pages are excluded & Only 1 page is valid. i tested the URLs & found that google has access to all of them (So the problem is not coming from the google bot), but they are always non indexed.. i don't know the reason !
To Index the excluded Posts:
Go to the Google search console> URL inception> enter an excluded Post URL⏎
If you see "URL is not on Google" then Click on "request for indexing", then click on "TEST LIVE URL"
Do it for all of your excluded posts. And keep visiting Google search console because indexing may take up to 7 days.

When registering, AdSense provides a code that you need to put under the head tag of your site's HTML, then proceed to the next step. As I can see there is no AdSense code under the head tag of your site and that may be the reason your site's URL is Unreachable.
